Scrubbing means process of comparing subscriber telephone number in Consent list to check whether commercial communication can be sent to the subscriber (Recipient) as per recipient’s preferences / consent

PNB bank may be missing some entries due as per scrubbing process resulting in OTP failures

ICICI bank — registered and working (apparently)
PNB bank — OTP entry missing?
AXIS bank — 55 entries registered but still OTP failures (faulty implementation ?)

- Phase2 rollout — size not capped
- Faulty implementation of feature(s)
- Not enough publicity on media
- Entity (party) failing to register for DLT
- Severe undermining of size of impact
- Inadequate testing
